Technically the police officer has to prove that the dog bit him rather than you proving he did not. However, a Court is highly likely to accept the word of a police officer unless you have clear evidence that he is wrong. You need to get witnesses or photographs or some other clear evidence to prove the dog was not there and/or did not do it.
