will it effect me if i purchase a house that the present owner owes a morgage on and they don't pay it after selling

The simple answer is yes.

You will find it impossible to register yourself as the new owner of the property with somebody's mortgage registered against it.

If you are not registered then you will not be able to sell it and could end up losing the house if the mortgage company decided to repossess the property.

Your solicitor will need to obtain an undertaking from the seller's solicitor (which is in a form approved by the Law Society) for the seller's mortgage to be discharged (i.e. paid off) and to provide evidence of the same.
